Abstract: “The main objective of this research is to study best strategies and tools to planning a new model which aims to generate entrepreneurship and innovation in rural areas by engaging civil society. The case study is located one of the most sparsely populated areas of the Spanish territory where, despite the achievements and efforts of European, national, regional and local policies, depopulation problems, aging and lack of opportunities remain a reality. In this context the recognition of entrepreneurship and innovation in public policy is growing as key element for building and consolidating economic growth, promoting diversification and competitiveness. But otherwise, the development concept implies independence and requires of new approaches less dependent on public support, with action mechanisms that should be more flexible and tailored to local needs.
