Abstract: “The article is devoted to analysis of Kazakhstani higher school in order to find the opportunities of new civilization and new management paradigm that can eliminate lacks of university governance opened by suddenly happened a pandemic associated with coronavirus. Study showed inconsistency of inertial thinking, because of disparity of modern concepts with practice. Purpose of study was to figure out the basic gap in issue of higher qualified specialists of the next generation by examine Kazakhstani University's state before and under the pandemic. To achieve research goal, new civilizational principles and new paradigm of knowledge management in universities were used. Based on results of domestic, foreign and original research analysis, proposals for theories of production factors and knowledge codification development were made. These proposals become the conditions for integration of invaluable methodological experience accumulated by teachers and for implementation of university's”
